This book is a contribution to the building of a knowledge base for the effectiveness of M&E-Systems in the field of development management. The primary focus is to contribute to the clarification of what rigorous frameworks would apply to understand and meaningfully measure M&E-System effectiveness. The book has the aim of translating outcomes from Dr. Ba's thesis research on M&E-System effectiveness into an actionable contribution to better reach development practitioners and managers. The book is mainly devoted to development managers and M&E experts who wish to find superior ways of managing M&ESystems for improved decision-making and measured risk-taking in moving development policies and programs towards the greater freedom and welfare of people mainly in Africa. The book focuses on M&E-System effectiveness and how it influences the dynamic capabilities of development organizations and institutions in managing development programs and projects. The book presents the challenges in seeking an effective M&E-System, examines the gaps and limits in assessing it, and finally proposes ways to rigorously measure its effectiveness. The book may also contribute to the scientific and professional discussions on what would be the meaningful framework to better understand the success factors that underlie an effective M&E-System and also how they help improve development management.

Né en Sologne en 1962, Olivier Leroi a suivi une formation de forestier à Meymac en Corrèze puis débuté très tôt un parcours artistique autonome avant d’intégrer, une quinzaine d’années plus tard, l’Institut des hautes études en arts plastiques, dirigé par Pontus Hulten. Eclairé par cette nouvelle expérience, il a travaillé le dessin, la sculpture et la vidéo dont le fil rouge est la relation au milieu. L’oeuvre, fondée sur l’économie du geste et sur une observation affinée qui se joue des échelles, s’apparente à une opération de dévoilement de la réalité dans ses dimensions sensibles et cognitives. Au cours de ses voyages, Olivier Leroi réalise des «oeuvres vécues» avec les habitants des lieux traversés et en témoigne par des photographies et des performances filmées : Première neige au pays dogon (Mali), El Zorro blanco (Mexique), La brigade de Chambord ou encore Bruno, l’âne et les papillons. Cet ouvrage a donc été conçu comme un voyage, on pourrait dire un «forage» dans une oeuvre qui se développe depuis une trentaine d’années. Enlightened by this new experience, he developed his artistry in drawing, sculpture and video, the common theme of which has always been our relationship to our environment. Founded on economy in application and a refined sense of observation that plays with scale, his work unveils the sensitive, cognitive and emotional dimensions of reality. This book presents six interviews with young, upwardly mobile blacks from the state of Georgia, USA, as a contribution to American oral history and culture. The time span covered comprises the years 1960 to 1975, a period which marked a transitional phase in race relations. The interviewees state their experiences with and feelings on desegregation, their political and ethnic loyalties, their aspirations in life, and their value systems. Despite a varied socio-economic background, they show a heightened sense of racial and cultural identity and an integrationist orientation with Martin Luther King as a culture hero.

PIONEERS OF REPRESENTATION THEORY: FROBENIUS, BURNSIDE, SCHUR, AND BRAUER
The year 1897 was marked by two important mathematical events: the publication of the first paper on representations of finite groups by Ferdinand Georg Frobenius ( 1849-1917) and the appearance of the first treatise in English on the theory of finite groups by William Burnside (1852-1927). Burnside soon developed his own approach to representations of finite groups. In the next few years, working independently, Frobenius and Burnside explored the new subject and its applications to finite group theory.
They were soon joined in this enterprise by Issai Schur (1875-194 1) and some years later, by Richard Brauer (1901-1977). These mathematicians' pioneering research is the subject of this book. It presents an account of the early history of representation theory through an analysis of the published work of the principals and others with whom the principals' work was interwoven. Also included are biographical sketches and enough mathematics to enable readers to follow the development of the subject. An introductory chapter contains some of the results involving characters of finite abelian groups by Lagrange, Gauss, and Dirichlet, which were part of the mathematical tradition from which Frobenius drew his inspiration.
This book presents the early history of an active branch of mathematics. It includes enough detail to enable readers to learn the mathematics along with the history. The volume would be a suitable text for a course on representations of finite groups, particularly one emphasizing an historical point of view.

This book of Michel Innocent Peya is devoted to the Congo Basin, the second largest reserve in the world : its natural ressources, its mysteries, legal and institutional frameworks, national, subregional and international levels that protect it. The basin of Congo is an African opportunity for the whole world. Its preservation and its protection over time are an action of conscience, will, commitment, determination and sacrifices for the benefit of humanity. Nature cannot be defending alone ; the Congo Basin finds among his children in love with nature a spokesperson or a soulmate in the person of the President of the Republic of Congo, Denis Sassou N'Guesso. He is one with nature. The Pondera Online project aims to collect and study ancient and medieval weights. No attempt for such a global corpus has been successful since the end of the 19th century. Dispersed objects, disparate information and imprecise data together constitute a major obstacle to a comprehensive approach. Therefore, the Pondera Online project is intended to fill a gap in the collection, standardisation, and processing of these archaeological data, thanks to an open access database (https : //pondera. uclouvain. be/). In this framework, four annual workshops have been organised in Louvain-la-Neuve between 2016 and 2019, bringing together specialists in Greek, Roman, Byzantine and Islamic weights and measures. These meetings have led to a rich program of presentations and discussions, and to the preparation of several papers. Thirteen of them are gathered in this second collective volume.

Je suis de plus en plus angoissée à l'idée de sortir de chez moi sans lui et les longs voyages d'affaire sont devenus une vraie torture. Vous ne pourriez pas publier une édition plus discrète, moins volumineuse, qui regorgerait toujours d'hommes dont les membres virils dépassent les 20 centimètres, mais sans former une bosse disgracieuse dans mon bagage à main ? Et tant que vous y êtes, vous pourriez aussi rétrécir son prix ? Mes poches sont aussi plates que cette requête". C'est fait ! Le Big Penis Book dévoile les impressionnants membres virils de quelque 150 modèles, immortalisés entre les années 1940 et 1990 par Bob Mizer pour AMG, David Hurles pour Old Reliable, Rip Colt du Studio Colt, Craig Calvin Anderson de Sierra Domino, Hal Roth de Filmco, Jim Jaeger des studios Third World, les studios Falcon, Mike Arlen, Fred Bisonnes, Carlos Quiroz, ou Charles Hovland, dans un format réduit à petit prix. Les photos ne proviennent pas seulement de l'édition originale en 384 pages, mais aussi des Calendriers Big Penis publiés ultérieurement, si bien que 30% de son contenu est inédit. Les textes aussi ont été raccourcis pour laisser davantage de place aux étonnantes photos en couleur ou noir et blanc... Qui, gros, petit ou dans la moyenne, pourrait demander meilleure affaire ?

Infidels, Turks, and Women: The South Slavs in the German Mind, ca. 1400-1600
This study examines the way in which late medieval and early modern Germans envisioned the Balkan Slavic peoples. It deals with mental categories, such as images, perceptions, and attitudes, which the German-speaking subjects of the Holy Empire gradually developed during their increasingly frequent contacts with the Balkans in the period between 1400 and 1600. During that time span the Germans were constructing their own type of negative self-identification that served as a grid through which information about other peoples was processed. The closer definition of that grid and the types of images and attitudes produced by the encounter and bequeathed to modern Germans and, indeed, to the rest of Western Europe is one of the main goals of the book.

Hymns: The Making and Shaping of a Theology for the Whole People of God
The theological potential of hymns has never been fully exploited. This study shows how hymns communicate theology and enable those without a formal theological education to enter into theological debate. A nineteenth century collection of English hymns and some contemporary Bemba hymns from the Zambian Copperbelt are examined and compared, within their theological, cultural and social contexts, to discover their response to death, judgement, heaven and hell. From this comparison and a study of how hymns are used in these churches, a model emerges whereby hymns can be used to make and shape theology. This model is observed in a Zambian parish and is also shown in practice in an English parish. Finally, there is a reflection on the implications of this model for Missiology and Ecclesiology showing, among other things, the need for a radical reassessment of the relationship between professional theologians and the rest of the Church.

A Study of English Nautical Loanwords in the Russian Language of the Eighteenth Century
This study is intended to give as full a survey as possible of 18th century Russian nautical and shipbuilding terms which were borrowed from English. The origins of the words are discussed and the date of each word's first attestation in Russian is given. Phonetic features and peculiarities of the loanwords are described, with special reference to possible English dialectal influence. A statistical analysis is given of the semantic aspect of the borrowings, which throws some light on the nature and extent of British influence on the nascent Russian shipbuilding industry.
