The Winter of Democracy. Partitocracy in Belgium

In itself, partitocracy can be simply defined as a political regime where power is - in an excessive degree - in the hands of political parties. In Belgium, partitocracy has perhaps reached its highest level of elaboration, with complex interactions between citizens, candidates and elected representatives, parties as well as parliaments and governments. The Winter of Democracy : Partitocracy in Belgium aligns a dozen of scientific contributions that tackle the mutltifaceted concept of partitocracy from multiple perspectives. The book also celebrates the academic career of Lieven De Winter, almost five decades of a rich research commitment that spanned both at Université catholique de Louvain and at the Katholieke Universiteit Leuven, as well as across numerous institutions, projects and networks all around Europe. Lieven De Winter has significantly contributed to the study of all dimensions that constitute the core object of this book : Partitocracy in Belgium.

Justices militaires et guerres mondiales (Europe 1914-1950)

L'histoire des justices militaires a jusqu'à il y a peu été largement négligée. Institution hybride, elle a longtemps fait l'objet de jugements à l'emporte-pièce, tant chez les militaires que chez les juristes. On a ainsi vu se multiplier critiques acerbes et plaidoyers pro domo autour de cette institution si particulière. Une série de séminaires menés dans le cadre du projet de la Maison des sciences de l'Homme, de 2004 à 2008, avait pour objectif de parcourir, en perspective comparée, les évolutions de la justice militaire depuis le XVIe siècle. Le présent volume reprend une vingtaine de ces contributions, orientées sur le premier XXe siècle, pour comprendre les tensions, les pratiques et les limites de la justice militaire pendant et autour des deux guerres mondiales. Parcourant l'Europe occidentale, il se veut méthodologique et initiateur, éclairant une réalité transnationale à l'aide d'études de cas, inscrites dans le temps et l'espace. Until recently, the history of military justice has been largely neglected. As a hybrid concept, it has for many years been the subject of hasty judgments from both military institutions and lawyers. Members of the military institutions kept repeating harsh criticisms while the lawyers kept justifying themselves.This volume brings together 20 contributions that focus on the early 20th century in Western Europe with the aim of examining the tensions, practices and limitations of military justice during the two World Wars. In doing so, it uses a methodological and original approach, from the perspective of transnational reality and uses case studies from a range of countries at different times. The contributions were all presented during multiple seminars held at the Maison des sciences de l'Homme between 2004 and 2008. Using a comparative perspective, these seminars explored the evolution of the military justice system since the 16th century.

This work studies the theme of universalism, namely the sharing of the gentile nations in salvation according to the gospel of Matthew. The method being employed is synchronic. All the texts that are relevant to the theme are interpreted, taking into account their context and their synoptic parallels. The study reveals that the theme of universalism is well organized and gradually developed in the gospel of Matthew. It constitutes one important theme.

Puritan Attitudes towards Recreation in early Seventeenth-Century New England

The interdisciplinary approach of this study tries to bridge a gap in the field of Puritan Studies, the one between the two camps of intellectual and social science historians. Focusing on the attitudes of the early Puritan church members in New England towards sport and recreation in general, the book attemps to show the differences between Puritan theory and New England reality. At no point in their history were the Puritan leaders able to enforce their secular and ecclesiastical laws. Even within the leadership itself a wide spectrum of opinions on recreation existed. The Puritan preachers reacted to this dilemma in their hortatory sermons, the jeremiads, which were employed to shame the younger generations into comformity by inventing the myth of the godly founding fathers. But the Puritan utopia was condemned to failure from the very start : the church members could not resist temptation.

Linking OHADA and IFRS standards. The review of the OHADA accounting system symbol of the evolution towards IFRS standards was the foc

The review of the OHADA accounting system symbol of the evolution towards IFRS standards was the focus of this study. It is about understanding how business leaders perceive the evolution from OHADA standards to IFRS standards. To conduct this study, we opted for a qualitative approach. As a result, we did semi-direct interviews with twenty-five business leaders in Cameroun (18 Cameroonian business leaders and 7 multinational business leaders). The data collected was exploited through content analysis via NVivo10 software. However, the results show that the accounting innovations of SYSCOHADA allow the production and communication of more relevant accounting and financial information for users. Likewise, managers of multinational companies believe that OHADA must fully converge towards IFRS. This perception is contrast to that of Cameroonian business leaders who cite the contextual contrast as the main obstacle and therefore taking into account the specificities of this contrast will be an asset for full convergence towards IFRS.

The Public Concept of Land Ownership

In South Korea the increase of population and the economic growth together with a shortage of arable land has led to land speculation. The government has tried to encounter this speculation with legislative acts introducing ceilings on land ownership, imposing taxes on excessive land holding and controlling real-estate transactions. These public policy measures are understood in Korea as the "Public Concept of Land Ownership". The Korean reports collected in this book explain in detail this concept and measure it by its economic efficiency as well as by its constitutionality. A part of the German reports describes how the same legal questions are dealt with under German law. Other reports examine the history of land ownership and the reprivatisation of land in East Germany after 1990.

Sources and Dynamics of Macroeconomic Fluctuations in Switzerland: Evidence from a Structural Vector Autoregressive Approach

The economic stagnation experienced in Switzerland in the 1990s has intensified the debate about the primary causes of economic fluctuations in small-open-economies. However, conclusive empirical evidence on the relative importance of real vs. nominal and domestic vs. foreign influences is scarce. A lack of identification often prevents the unveiling of underlying fundamental shocks and causes empirical puzzles in applied work. In a model for the Swiss economy these problems can be overcome with a correct specification of the open-economy setting and the identification of monetary policy. Structural vector autoregressions provide an effective tool to incorporate these structural aspects into modeling, without restricting dynamic interactions among the variables. This model can be applied to assess the transmission channels and the relative importance of different sources of shocks for the Swiss business cycle. The evidence is clear-cut : real domestic shocks and foreign shocks by far dominate economic activity in Switzerland. Exchange rates emerge as an important transmission channel for foreign shocks in the Swiss economy. Therefore, even though monetary policy does not seem to be a major source of fluctuations by itself, it still has a potentially important role to play in macroeconomic stabilization. The model is applied to study the specific situation of the Swiss economy in the nineties. During that period it can be shown, that Switzerland witnessed two mini cycles with substantially different sources.

Italian Subalterns in Egypt between Emigration and Colonialism (1861-1937). Textes en français et anglais

Over the last years, we have witnessed a renewal in the studies on the Italian community which formed in Egypt in the nineteenth and twentieth centuries. Contrary to the historiographical paradigm that remained dominant for over a century, a novel approach - essentially based on a less ideological interpretation of archival sources - tends to provide a much more complex, less apologetic, and more horizontal reading of the dynamics within and among foreign/migrant communities. This work belongs to this "new" research wave. By rediscovering the originally Gramscian concept of "subaltern classes", it aims at re-centring the context in which the "subalterns" of Italian origin lived and acted as the focus of our interest. At once, it aims at both making such context relevant and disclosing its complexity. It privileges an approach that takes into account different and overlapping categories and social identities, with particular attention to the relationships with the many different local communities.

Literary Journalism and Africa's Wars. Colonial, Decolonial and Postcolonial Perspectives, Textes en français et anglais

This collection of essays explores ways in which early and late examples of literary journalism from England, France, Spain, Portugal and the United States interpolate the aesthetics of war reporting on various fronts and at divergent times in Africa's history, both reproducing and deconstructing the widespread colonial discourse that lies behind nearly every war, campaign, coup, assassination and pogrom that has scarred the continent over the past century. Although often a product of that colonial discourse, the literary journalism examined in this collection was motivated at least in part by the desire to expose the power imbalances that upheld it. Among the primary sources included in this volume are texts by Henry Morton Stanley, Ramón J. Sender, Martinho Simões, Frederick Forsyth, Kurt Vonnegut, Ryszard Kapuscinski, Philip Gourevitch, Jean Hatzfeld and a host of foreign correspondents from Le Monde. Incorporating a wide range of international critical perspectives, this book assesses the impact literary journalism has had on various nations' literary war reporting emanating from colonialist and postcolonialist conflicts and how those stories might help to reconfigure certain historical legacies, journalistic heuristics and literary representations of Africa in the 21st century. By presenting excerpts from several primary sources alongside a contextual gloss and a scholarly essay, the collection highlights the varied effects produced when literary techniques were fused with factual war reporting.

Atlas of the Lunar Terminator

This Atlas is based on high-resolution electronic images of the terminator area of the Moon under 47 different illuminations. Each image is displayed across two or three pages. Features as small as 1-2 kilometers can be seen. For each illumination, accompanying text describes the major features shown in each view, along with larger-scale images of selected areas, which are indexed with their positions and dimensions. Two text chapters describe and illustrate the techniques of lunar observing and the types of landforms. Observing data are presented through 2010. Experienced observers will find the Atlas an invaluable planning tool, while beginners will gain an understanding of lunar geography and geology. There is an index of 1000 named lunar formations, cross-referenced to the images. No other atlas shows the Moon under such a variety of observing conditions.

Ce Liber Amicorum, qui rend hommage à Gilles de Kerchove, coordinateur de l'Union européenne pour la lutte contre le terrorisme de 2007 à 2021, dresse le bilan de ce qui a été mené dans ce secteur ces dernières années et se penche également sur les défis à venir. Les élites de cour de Constantinople (450-610). Une approche prosopographique des relations de pouvoir

L'histoire politique de l'Empire romain d'Orient au temps de Justinien (527-565) est d'ordinaire illustrée par quelques souverains à la postérité contrastée. Cet ouvrage étudie l'envers du décor de la cour de Constantinople entre 450 et 610, à l'époque où elle acquiert son existence propre. Il conduit donc du règne de Marcien, le promoteur du concile de Chalcédoine (451), à celui de Phocas, que l'on peut tenir pour le dernier empereur antique. Il repose sur une prosopographie des élites de cour connues pour leurs relations politiques avec les empereurs, mais aussi pour leurs liens familiaux, leurs origines géographiques et leurs orientation religieuses. Au sujet des individus répondant à ces critères, il discute le détail des carrières en particulier vis-à-vis des notices de la Prosopography of the Later Roman Empire. La question est abordée de manière chronologique. selon la succession des règnes impériaux : qui ont chacun valeur de test pour la configuration des élites de cour. L'origine géographique et l'orientation religieuse de ces élites font apparaître des groupes dominants et présentant une cohérence liée à ces deux facteurs. Les Balkans, l'Asie Mineure, le Proche-Orient et l'Egypte, tout comme le chalcédonisme et le monophysisme, occupent ainsi la scène des luttes de pouvoir dont la cour est le théâtre. Les solidarités familiales jouent un rôle longtemps sous-estimé et assez comparable à leur place dans l'histoire postérieure de Byzance. Des révoltes récurrentes invoquèrent souvent la légitimité des empereurs précédents. Mais ces contestation furent plus dangereuses dans les provinces que dans la capitale, et finalement peu menaçantes pour le pouvoir impérial, sauf au début du VIIe siècle. Si le personnel politique se renouvela fréquemment, il exista ainsi une permanence de certaines factions à la cour de Constantinople, qui acquit dans cette période une forme de stabilité. Le visage de la cour protobyzantine contribue ainsi à la connaissance de la culture politique européenne. The political history of the Eastern Roman Empire under Justinien is unusually embodied by few rulers with ambivalent legacies. This work studies the Constantinople court behind the scenes from 450 to 610, at the moment when it grew into a distinct entity. It thus spans the period from the rule of Marcian, the promoter of the Council of Chalcedon (451) to that of Phocas, who may be considered as the last Emperor of Antiquity. The approach relies on a prosopography of court elites known for their political ties with emperors. but also for their family bonds, geographical origins, and religious options. For each of the individuals meeting these criteria, career details are discussed, particularly in contrast with the entries of Prosopography of the later Roman Empire. The perspective is chronological and follows the successive imperial rule, each of them being studied with regard to the specific configuration of its court The geographical origin and religion orientation of these court Bites are main parameters delineating the dominant groups and cementing their cohesiveness The Balkans, Asia Minor, the Near East and Egypt were just as central as Chalcedonism and Monophysitism to the power struggles playing out in the court The importance of kinship loyalty during that period has long been underestimated, although it is similar to what is observed in the later history of the Byzantine Empire. Recurrent rebellion often harked back to the legitimacy of former Emperors. But these protests were more radical in the provinces than in the capital and ultimately proved to be only a tumor threat to the imperial power, except in the early seventh century. While the political personnel experienced a high turnover, certain faction still enjoyed relative longevity at the court of Constantinople, which gained a form of stability over the period. Studying the variation of the Byzantine court thus enriches our knowledge of European political culture.

Origin of the Term «Shyster»: Supplementary Information

The present monograph complements Cohen's 1982 study of shyster. The main contributions of his new work are a who's who for the shyster story and a revisionist look at the coiner of the term (Mike Walsh). Scholars are currently agreed that Walsh was a raving, ranting demagogue and a wild-eyed genius whose only contribution was the introduction of gangs into New York City's political process. Cohen argues, however, that Walsh possessed far more humanity (and possibly influence) than his critics have given him credit for. It is noteworthy too that the studies of Walsh and shyster shed light on each other ; neither is complete alone.
