Steering and Auditing

The purpose of this book is to evaluate the functioning of the management by results (MbR) reform in the Finnish public administration, especially from the point of view of parliamentary steering and auditing : how the relations between the parliamentary actors and public administration have developed since the reform. The question is analysed using documents and expert interviews. The book indicates that the shift to the MbR system has meant in many cases a shift to a new, more flexible way to steer the administration. However, the reform is not yet complete from the point of view of parliamentary steering and auditing. The information on the realization of the civil service agencies' and state institutions' result targets could be forwarded more effectively to the ministries. Thus far the management reform insufficiently enables the realization of parliamentary steering and auditing.

There has been a heated international debate over Salman Rushdie's book The Satanic Verses ever since its publication in 1988. The present work examines the ways in which this affair has developed. From the beginning, one can find strong rhetorical emphases ; these are shown to argue for maintenance of meaningful boundaries. The thesis of Kuortti's book is that on each side of the debate, people use similar language to argue for the sanctity of their convictions. This is evident especially in the opposition between the arguments for the sacrality of Islam and literature. In the international exchange, how could we then find more respectful ways of acknowledging that we are not that dissimilar from each other ?

This book presents four closely related reports on the lay-out, data collection and results of a research project on the acquisition of German as a Foreign Language by adult students. A critical description is given of the course of the extensive data collection and the successes and difficulties encountered. This is followed by a theoretical paper in which a model of the production process in second language performance is postulated and discussed. Sections three and four describe analyses of spontaneous self-corrections as evidence of the learner's control of his speech process, which takes into account the influence of individual and linguistic variables.

Foreign Devils investigates representations of exile in Hollywood cinema from 1930 to 1956 through the films of Peter Lorre, Béla Lugosi, and Conrad Veidt. This book dispels the assumption that by virtue of its hegemonic, reactionary, and exclusionary modes of representation, otherness is excluded from or only obliquely alluded to in classical Hollywood cinema. This book contends that Hollywood uses European émigré actors to speak of the experience of exile and the often-futile exilic attempts at integration into the host nation. This original, cross-disciplinary study incorporates a number of research interests in film studies – specifically Hollywood cinema, exile and émigré filmmakers, the Golden Age of the studio system, the Universal Horror cycle, and Poverty Row filmmaking. Foreign Devils combines the close reading of key texts with a theoretical framework that encompasses body theory and theories of space and nation with historical accounts of immigration to the United States and American concepts of nationhood through the symbolism of blood and death studies. Film studies students and academics, both undergraduate and postgraduate, as well as scholars in other disciplines, and anyone with an interest in Hollywood cinema, Central European culture in the 1930s-1950s, and European emigration to the United States will benefit from reading this book. Walter of Châtillon's Alexandreis Book 10 - A Commentary

The final and most important book of Walter of Châtillon's Alexandreis is examined as a paradigm for both the compositional techniques and the meaning of the whole poem. These techniques are shown as being reliant on the medieval arts of composition, the strategies inherited from the Biblical paraphrasts and the strict discipline of classical epic hexameter. The author shows that Walter of Châtillon is not simply a classicising epigone of Vergil, but a master poet refining contemporary epic techniques and incorporating scientific and philosophic materials into an elegant moral diatribe against arrogance.

Salvatore COSTANZA, "Les oreilles ont dû vous tinter" . Fortune littéraire d'un thème folklorique de Lucien à Proust, RLC LXXXIX, n° 3, juillet-septembre 2015, p. 257-268. On examine ici la fortune littéraire d'un thème folklorique tel que le tintement des oreilles censé être un mouvement fatidique, d'où l'on pouvait tirer des pronostics sur l'avenir des individus. Il faut remarquer que ce motif est toujours employé chez les Grecs, Lucien, Aristhénète et dans la Recherche avec la même fonction. Au coeur d'une affaire amoureuse une femme en tant que médiatrice "révèle" à l'amant tourmenté par la jalousie que sa bien-aimée lui est toujours fidèle, qu'elle a sans cesse parlé de lui, donc les oreilles ont dû lui tinter. Il est intéressant de voir cet argument tiré de la superstition des tintements des oreilles, c'est-à-dire de l'otomancie, chez M. Proust, qui l'emploie toujours pour apaiser les troubles d'un amant abusé. C'est encore une fois le canevas déjà écrit par ses anciens prédécesseurs. We examine the survival of a folklore theme centered around the observation of buzzing in one's ears. Ringing was considered as a fateful movement and was comprised among the observations for divinatory ends. The relationship between the buzzing in one's ears and the belief that one subsequently became the object of other people's speech appears in Lucian of Samosata (second century A. D.) and in his later revival given by sixth century's epistolographer Aristaenetus. In this respect, a striking parallel is provided in modern French literature by Proust's Recherche. In every case a woman acting as mediator "reveals" someone that his beloved is always true to him and she was endless speaking of him. Consequently, something should have buzzed in his ears. It is interesting to remark, that such an argument drawn from superstition about buzzing in one's ears, that is, otomancy, still recurs in M. Proust with respect to abused lover's troubles. The Machiavellian couple can be interpreted as a mere figure of love and evil which rewrites, in its Shakespearean version, the biblical narrative of the Fall while the couple of Laclos signals the deep deterioration of the ideal of love in a courtly meaning. The narrator, seduced by Emma Bovary, whose romantic aspirations he shares, imagines that his neighbours, Charlie and Gemma Bovery, will experience the same fate as Flaubert's characters and that life will imitate art, in accordance with Oscar Wilde's hopes. He will realize that he was wrong. This novel induces us to reflect on reading and the relationship between literature and life. The film adaptation by Anne Fontaine distorts somewhat the book's meaning, giving a unity of style and tone that the English writer had wanted to break down in order to draw closer to Flaubert's novel.

Revolution's Urban Landscape

What are the implications of "change" as assessed from a Revolution's discourse point of view ? Did Revolution in its Eastern European mode "happen" only to make its once heroic agents "vulgar banana eaters" (Slavoj Zizek)? To what extent is/was Revolution part of the globalization process (Americanization)? The answer of this book is that it constituted a series of occurrences of both contingency and continuation. It is Romanian Revolution as a metonymic and creative space, incorporating the Event (here the city of Bucharest, December 1989-1990), the Memory (refiguration of identities), the Contact zone (the street as a public place), and the Local-Global (the East-West dialectics) that Revolution's Urban Landscape discusses in much detail. Through combining and analysing materials from both the local cultural field and the international press (witness reports, journalistic documentation, travelogues, fiction, academic publishing, graffiti, etc.), Raoul Granqvist demonstrates a number of aspects of Revolution's self-reflexivity, vitality and amorphousness. The Romanian book industry, through its absorption and introduction of new areas of popular reading (such as the American romance), embodies, this book explains, the basic instincts of Revolution towards openness and interaction.

He had anticipated the disappearance of plant diversity, and, within the space of a few decades, he studied and travelled throughout the world and found the means of saving it. For political and idealogical reasons, Nikolai Vavilov was condemned to death and left to starve in the dungeon of a Soviet prison. Gradually, on both sides of the iron curtain, his memory began to fade. One hundred years after Vavilov's first expedition, the photographer Mario Del Curto retraced his footsteps. For four years he has been meeting those who, despite overwhelming obstacles, perpetuate Vavilov's seed prospec- tion, selection, and conservation work in order to save the planet's staple food crops. This book assembles the revised papers of an international conference and thus offers a comprehensive comparative overview of the participation and litigation rights of environmental associations in Europe. This is supplemented by a compilation of the relevant statutory law in force. Besides the legal background, the focus of interest is above all on practical experience with participation and litigation rights from the point of view of the environmental associations.The contributions show that the effectivity of group actions is extremely high. In none of the analysed countries were there the slightest indications of any undue strain being placed on the judicial system by this instrument. There can be no doubt that the participation and litigation rights of environmental organizations are important instruments in reducing the enforcement deficit in environmental protection. With a view to the fact that Europe is growing more and more into one entity, the need of participation of environmental NGO's on the European level becomes a pressing necessity.

The Phantom and the Abyss

The book focuses on the evolution of the Gothic fiction in America from Charles Brockden Brown to Herman Melville in the context of the aesthetics of the sublime. Starting with a reading of Brown's Gothic romances – Wieland and Edgar Huntly – and concluding with an analysis of Melville's Pierre, the author demonstrates the relevance of the Kantian concept of the sublime for the nineteenth-century American literature of horror. An inspiration to present the development of the American Gothic in the period under scrutiny as a coherent process has been also the psychoanalytic theory of Nicolas Abraham and Maria Torok. Moreover, the study contains an attempt to place R.H. Dana, Sr and W. Allston in the American literary canon.

This Census of Rabelais Copies reflects the digital revolution in library cataloguing, incorporating a complete rechecking for early Rabelais copies, notably in the Worldcat database. Every copy recorded has been further verified in the catalogues of the individual libraries concerned. Alongside numerous corrections and additions to the 1987 publication, based on excellent bibliographical and more general scholarship, this Census increases the total number of known copies of Rabelais, dated between 1532 and 1626, and in public hands, from about 750 to nearly 1100, of which well over 100 are available for consultation online. Of particular interest are the discovery of nine copies of the Almanach pour l'an 1535 (NRB 095), the discovery of a previously un-recorded edition by Rabelais of Hippocrates's Prognostikon (NRB 109.5), and the re-emergence in Moscow of the Pantagruel of 1533 (NRB 007), with the Chonicques du grant Roy Gargantua (NRB 122) and the Pantagrueline prognostication (NRB 016) previously recorded in Dresden.

Les fêtes des moissons à l'ancienne, qui fleurissent au mois d'août, nous font redécouvrir l'histoire de nos campagnes, celle de nos grands-parents, les années 40-50-60. Epoque d'une vie intense dans les fermes, il fallait beaucoup de bras pour moissonner une parcelle avec les outils de ces années-là, les paysans s'entraidaient dans la chaleur de l'été, de manière à terminer avant le retour de la pluie. The old-fashioned harvest festivals, which take place in August, give us a chance to rediscover the history of our countryside, that of our grandparents in the 40s, 50s and 60s. It was a time of intense life on the farms, when many hands were needed to harvest a plot of land with the tools of those years, and the farmers helped each other in the heat of the summer, so as to finish before the rains returned.

This book provides an empirical analysis rather than a theoretical framework of refugee situations during the Cold War. It focuses on potential refugee-producing situations with a view to prevent occurances where refugees are exploited as a weapon in political strife. In order to forestall the violation of individual rights, the book proposes measures to prevent refugee situations from arising, however, not to prevent persecuted individuals from seeking protection. Environmentally Sound Waste Management?

This book assembles the revised papers presented to an international working conference on international waste policy convened by the Environmental Law Network International (ELNI) in May 1991 in Germany. The focus is placed on EC, national and regional waste management law, and implementation and practice in 15 countries of Europe. This is supplemented by analyses of relevant organisations and rich statistical material ; thus offers a unique comparative overview. The pan-European perspective shows a serious risk of "eco-dumping", i.e. the export of waste to countries with lower disposal standard. On the EC level, the conference was presented with substantial evidence of non-implementation of existing legislation in Member States. Therefore "global domestic policy" must become the guiding principle of national and international regulation and one of the main tasks of environmental organizations. In this spirit, it was agreed that in future a Europe-wide continued exchange of information and experience shall take place between the NGOs in the field of waste.

Based on the Idiolect Synopses of the basic materials of the linguistic atlas of the gulf states, this summary offers the first interpretation of evidence gathered in southeastern United States, 1968-80. The phonological, morphological and lexical data outlines a principal source of the speech of the Upper South. Although primarily a South Midland dialect, East Tennessee folk speech shows a complex regional and social structure that includes relics and innovations with patterns that distinguish this subregion from the dominant forms of American English spoken in the South and elsewhere.

The Influence of Communication on Physiology and Health

There is a significant amount of research that substantiates the connection between social support/relationships and the development, onset, and/or recovery of several physical diseases/illnesses.
