Metamorphosis of the Administrative Welfare State

The book's conceptual framework is built upon an analysis of different varieties of rationality. A conception of political rationality is elaborated. First, orientations of contemporary administrative theory and research are analysed from the point of view of that rationality. Next, the same viewpoint is applied to an analysis of an entity called the 'administrative welfare state'. This concept is used to cover the typical institutional shape of the leading highly developed countries until the 1980s. The strengths and the weaknesses of the contemporary 'new public management' reforms are also evaluated from the point of view of political rationality. Finally, steps are taken to define elements of actual reform programmes in the terms of the political rationality.

The Crisis of Representative Democracy

The ideological background and the deficiencies of the concept of representation are being analyzed. It is shown that the present crisis of the Western democratic system is to be attributed to the form of oligarchy which has developed as a result of the "dogma of representation". The fictitious character of representation is being elaborated on the ontological, psychological and normative levels. An analysis of present and historical forms of parliamentary systems (as examples for the ideology of representation) is followed by a reflection on possible alternatives to this traditional system of power. Various forms of direct democracy are examined in regard to their practicability.

Central and Eastern Europe on its way to European Union

The transition of the Eastern Central European countries from centrally planned economies to developed market economies has been one of the major structural changes in Europe. It started a new stage of enlargement of the European Union. The monograph presents the results of an international research effort aimed at the analysis of macroeconomic aspects of joining the European Union by the Central European countries. This analysis was based on country and world economy models and rests on a series of alternative scenarios of economic development up to the year 2010. It provides the reader with a broad historical background and a discussion of recent trends of Central Europe. It summarises the experience of the new members of the European Union. The scenario simulations show the likely path of future economic development for the Czech Republic, Poland and Slovakia, analysing the pros and contras of joining the European Union.

Charles Darwin's Zoology Notes & Specimen Lists from H.M.S. Beagle

Two long sets of scientific notes were made by Charles Darwin during the voyage of the Beagle. Those transcribed here are concerned with natural history, and although in 1839 he drew on them quite extensively in writing his famous " Journal of Researches ", neither they nor his geology notes have previously been published. He was a superb observer, and recorded vividly and accurately his first impressions of the appearance and behaviour of the wide range of animals, from ants to ostriches, encountered during his travels. Often he performed little experiments on the creatures that he captured, and he was never happy until he had exhaustively explored the why and wherefore of every one of his observations. During the long periods on board ship, he carried out a thorough analysis of hitherto unrecognised features of the internal anatomy of a variety of marine invertebrates, and made elegant pencil drawings of them under his dissecting microscope. The volume also includes his lists of 1 500 specimens preserved in Spirits of Wine, and some 3 500 not in Spirits, with impeccably accurate cross references to the main notes. Although his notes were made strictly for his own use, and were often highly technical, they were well written throughout, and contain many highly readable passages. Only towards the very end of the voyage were his first doubts about the immutability of species consciously pressed, but here are to be found the first seeds of his theory of evolution, and of the important new fields of behavioural and ecological study of which he was one of the principal founders.

The "Ambazonian" Nightmare tells the story of how the now almost six years of instability started in the two English speaking regions of the Republic of Cameroon. The swiftly consolidating insecurity dilemma holds within two contradictory historical mistakes : the enforcement of the English speaking Cameroon's populations resentment of specificity and marginality and the paradoxical laxism of Cameroon's national security and defence system. Yet, the security system was not weak but negligent of the threat of an "Anglophone" revolutionary agenda and the challenge it was posing to the unity of the nation and the philosophy of national integration.

A Morbid Democracy. Old and New Populisms

The crisis of democracy in Europe and the inability of the political parties and élites to adequately meet the challenges of globalisation exposes the increasingly fragmented middle classes to the temptations of Euroscepticism, and, in some cases, xenophobia. This appears to be a portrait of contemporary reality, but the current crisis has deep roots. The Spanish thinker José Ortega y Gasset described the pathologies of the mass man and of the nascent democratic system as far back as the beginning of the twentieth century, in a significant text entitled Una democracia morbosa, which appears to foreshadow the present state of affairs. The crisis of the average man, the degradation and devaluation of culture appear to be the distinctive traits of the new, post-ideological democracy of our times, known as "audience democracy". The political parties, faced with this profound crisis, in some cases seek dangerous shortcuts through demagogic and rhetorical use of the term "people", while the charismatic figure of the leader gains in prestige as a reference model. Resentment, caused by lack of representation of the just demands of the citizens, can turn to anger and destabilise the institutions of democracy. There is therefore an urgent need for an inclusive Europe with a renewed welfare system, based around the citizenry and not the masses.

Concepts of Mass in Contemporary Physics and Philosophy

The concept of mass is one of the most fundamental notions in physics, comparable in importance only to those of space and time. But in contrast to the latter, which are the subject of innumerable physical and philosophical studies, the concept of mass has been but rarely investigated. Here Max Jammer, a leading philosopher and historian of physics, provides a concise but comprehensive, coherent, and self-contained study of the concept of mass as it is defined, interpreted, and applied in contemporary physics and as it is critically examined in the modern philosophy of science. With its focus on theories proposed after the mid-1950s, the book is the first of its kind, covering the most recent experimental and theoretical investigations into the nature of mass and its role in modern physics, from the realm of elementary particles to the cosmology of galaxies. The book begins with an analysis of the persistent difficulties of defining inertial mass in a noncircular manner and discusses the related question of whether mass is an observational or a theoretical concept. It then studies the notion of mass in special relativity and the delicate problem of whether the relativistic rest mass is the only legitimate notion of mass and whether it is identical with the classical (Newtonian) mass. This is followed by a critical analysis of the different derivations of the famous mass-energy relationship E = mc2 and its conflicting interpretations. Jammer then devotes a chapter to the distinction between inertial and gravitational mass and to the various versions of the so-called equivalence principle with which Newton initiated his Principia but which also became the starting point of Einstein's general relativity, which supersedes Newtonian physics. The book concludes with a presentation of recently proposed global and local dynamical theories of the origin and nature of mass. Destined to become a much-consulted reference for philosophers and physicists, this book is also written for the nonprofessional general reader interested in the foundations of physics.

Pass or Fail?. Assessing the Quality of Democracy in South Africa

In recent years, growing concerns over the strength of South Africa's democracy appear to indicate a population increasingly disillusioned and dissatisfied with the quality of its implementation. This book assesses the quality of democracy in South Africa after 20 years of democracy in order to ascertain whether or not this growing perception is valid. Since the inception of democracy in 1994 there have been countless procedural and substantive improvements in addressing historically entrenched political, social and economic problems ; however, there are serious issues that have emerged relating to the quality of democratic implementation in South Africa. Two existing analytical frameworks of democracy assessment, International IDEA's State of Democracy framework and Leonardo Morlino's tool for empirical research on democratic qualities, TODEM, are utilised to assess the quality of South Africa's rule of law and institutional capacity ; representative and accountable government ; civil society and popular participation ; and freedom and equality after 20 years of democracy. The book concludes cautiously that while South Africa faces many serious and threatening potholes in the road to a fully successful democracy, there is nevertheless much to applaud.

Claire Vial : Clothing the debate : textiles, text-isles and the economy of gift-giving in four Middle English Breton lays Textiles, both as clothes and elements of the codified knightly costume, play a major structuring role in the Breton lays. Whether embodied in recurring poetic motives or staged in descriptive pauses, these text-isles, or recognisable textual islands, contribute to the spiralling aesthetic of the Breton lays with issues of their own, involving narrative and character development, processes of social signposting and potential theatricality. Pièces d'étoffes, vêtements, éléments du costume chevaleresque... sont dotés d'une fonction structurante majeure dans les lais bretons en moyen-anglais. Sous la forme de motifs poétiques itératifs ou de pauses descriptives singulières, ces îlots textuels récurrents participent de l'esthétique en spirale caractéristique des lais anglais, qu'ils enrichissent de problématiques qui leur sont propres, liées au développement des personnages et de l'intrigue, à l'affichage du statut social et aux effets de théâtralité. Denis LAGAE-DEVOLDERE : "Nothing of what is writ" (4. 2. 199) : silenced texts in Measure for Measure Focussing on an aspect often neglected by critics, this paper suggests a word-by-word exploration into the trajectory of the various written texts, letters or "writs" in Measure for Measure. With the New Historicism notion of negotiable, volatile authority/auctoriality, this is an attempt at probing into the political and dramatic consequences of the letter-writing activity and its implications on the ever slippery notion of truth. Such "writs" are turned into instruments of manipulation, and deceit, which defy reason, and call for what one could call blind faith, from both the characters on stage and the off-stage audience. En s'intéressant à un aspect souvent négligé par la critique, cet article propose une analyse détaillée de la trajectoire des messages écrits dans Measure for Measure. Il examine les conséquences dramatiques et politiques de l'activité d'écriture frénétique, notamment celle du Duc Vincentio, producteur de textes à la fois vrais et faux, lus ou tus, à suivre à la lettre ou à lire à l'envers. On verra ainsi comment Shakespeare utilise la chose écrite et l'événement d'écriture pour en faire un signifiant dramatique qui est bien plus qu'un procédé? : par-delà les notions d'autorité et d'auctorialité ainsi mises à mal, les textes de Measure for Measure interrogent le concept de connaissance et celui de vérité, explicitement décliné dans sa version plurielle, et invitent les personnages comme les spectateurs à un acte de foi dramatique. Guyonne Leduc : The dramatic import of letters within letters in Frances Burney's Evelina (1778) That no attention has been paid to the rather numerous letters within letters in this epistolary novel might seem surprising for any critic studying Evelina. Yet a careful reading of those letters within letters, that seem to pass unnoticed in a novel where sight is the most important of the five senses and where the (mis) interpretation of signs is central, proves rewarding if only from a dramatic viewpoint. Indeed, some of those (enclosed, copied, mentioned, commented upon, etc.) letters within the letters collected by the "editor" trigger not just one of the two plots (the quest for Evelina's name and, at least, social identity) but also changes in geographical places, new turns in the two plots (the second one being the love plot), a comic episode, etc. If some of them thwart the reader's expectations, all of them make it possible to approach one of the key issues broached in the novel. Les lettres dans les lettres, pourtant assez nombreuses dans ce roman épistolaire, n'ont pas retenu l'attention, ce qui peut paraître étonnant pour quiconque étudie Evelina. En effet, quelques-unes de ces lettres (incluses, recopiées, mentionnées, commentées, etc.) dans les lettres collationnées par l' "éditeur" déclenchent, non seulement l'un des deux intrigues (la quête du nom et de l'identité, au moins sociale, d'Evelina), mais aussi des changements géographiques, des tournants dans les deux intrigues (la seconde étant l'intrigue amoureuse), un épisode comique, etc. Si certaines déçoivent les attentes du lecteur, toutes permettent d'aborder l'une des questions-clés traitées dans le roman. First, the recurrent use of symmetrical patterns at every level appears to link the film to Davies's previous output and signals the presence of a mega-narrator. Secondly, the structuring reference to classical Hollywood melodrama can be referred both to Davies's previous films and to his own personal taste. The American park movement has been extensively studied and historicized since the beginning of the 1970s, but its origins have been little documented or analyzed. It is understood as resulting from the combined action of three factors : urbanization and industrialization, development of tourism and leisure, evolving perceptions of nature. This paper examines the limits of such interpretations on the period immediately preceding the foundation of the first parks and studies the contribution of rural cemeteries to the park movement. Andrew DIAMOND : Cutting through the "Fog of War" : World War II and the fracturing of the New Deal order in the urban North While the New Deal created a new relationship between ordinary citizens and the federal government with its work relief programs, welfare system, and laws protecting organized labor, this relationship began to sour in a northern wartime context marked by massive black migration, widespread racial conflict, and increasingly militant civil rights organizations. Pressured by black mobilization and the outbreak of violent civil disorders in major war production centers between 1941 and 1943, federal, state, and city authorities moved to create a range of race relations organizations devoted to fighting racial discrimination and fostering interracial cooperation. These organizations, some which were of a quasi-official nature, quickly became fixtures on the local political scene, playing active roles in countering the campaigns of whites to keep blacks out of their neighborhoods and to retain the privileges of whiteness at work. What follows constitutes an attempt to understand how white residents and workers perceived and responded to these new race relations organizations. I will argue that in the eyes of average white residents and workers whose interests seemed to run up against them, the proliferation of these organizations worked to recast the role of the state from protector of the working man to protector of black rights, thereby fracturing the young New Deal order. Offering new perspectives on the role of broadcasting in the construction of cultural memory, this book analyses selected instances in relation to questions of French identity at the BBC during the Second World War. The influence of policy and ideology on the musical and the poetic is addressed by drawing on theoretical frameworks of the archive, memory, trauma and testimony. Case studies investigate cultural memories constructed through three contrasting soundscapes. The first focuses on the translation of ‘Frenchness' to the BBC's domestic audiences ; the second examines the use of slogans on the margins of propaganda broadcasts. In the third, the implications of the marriage of poetry and music in the BBC's 1945 premier of Francis Poulenc's cantata setting of resistance poems by the surrealist poet Paul Eluard in Figure humaine are assessed. Concentrating on the role of the archive as both narrative source and theoretical frame, this study offers a new approach to the understanding of soundscapes and demonstrates the processes involved in the creation of sonic cultural memory in the context of global conflict.

Italian Maiolica and Other Early Modern Ceramics in the Courtauld Gallery

This is the first catalogue of the collection of early modern ceramics in the Courtauld. The pieces in the collection showcase brilliantly the skill of potters and pottery painters working at the time of Raphael and Titian. Maiolica is one of the most revealing expressions of Renaissance art. Its extraordinary range of colours retain the vividness that they had when they left the potter's kiln. Italian potters absorbed techniques and shapes from the Islamic world and incorporated ornament and subject matter from the arts of ancient Rome. This new approach to pottery making, combined with the invention of printing, woodcut and engraving, resulted in an extraordinary type of painted pottery, praised by Vasari in his Lives of the Artists for 'surpassing the ancient with its brilliance of glaze and variety of painting'. The collection boasts a magnificent group of vessels made during the high Renaissance, the golden age of Italian maiolica. It includes precious and delicate Deruta lustreware with imagery deriving from Perugino and Raphael, as well as vessels painted in a narrative style of pottery painting known as istoriato. Highlights include vessels depicting episodes taken from the first printed Bibles of the Renaissance. Istoriato maiolica flourished particularly in the lands of the Dukes of Urbino, who promoted this craft by sending painted pottery to prestigious patrons across Europe. Emblems and devices painted on the pottery help us understand that they were meant to be used and enjoyed by the elites in Renaissance society, such as the Medici and other great Tuscan families. The catalogue will include two recent gifts to the Courtauld, a rare tile of the famous patroness of the arts Marchioness Isabella D'Este, and a refined dish painted with the story of Diana and Actaeon. All major Renaissance pottery centres are represented in the collection, including Siena, Faenza and Venice, as well as splendid examples of the mysterious pharmacy jars made at the foot of the mountain of Gran Sasso in the town of Castelli d'Abruzzo. These achievements of the art of pottery in the early modern period are completed by fine examples of Ottoman pottery, as well as examples of Valencian lustreware. Sani's introductory essay on the Victorian collector Thomas Gambier Parry will shed new light on the development of this fascinating collection, making links between Gambier Parry's artistic practice and his collecting and revealing new insights into his taste as a collector. Each detailed entry uncovers a wealth of new information on the provenance of the pieces.
