International Geneva Yearbook: Vol. VII/1993

The Italian Yearbook of Human Rights 2015 provides a dynamic and up-to-date overview of the measures Italy has taken to adapt its legislation and policies to international human rights law and to comply with commitments voluntarily assumed by the Italian Government at the international level. The 2015 Yearbook surveys the activities of the relevant national and local Italian actors, including governmental bodies, civil society organisations and universities. It also presents reports and recommendations that have been addressed to Italy in 2014 by international monitoring bodies within the framework of the United Nations, the Council of Europe and the European Union. Finally, the Yearbook provides a selection of international and national case-law that casts light on Italy's position vis-à-vis internationally recognised human rights. "Italy and Human Rights in 2014 : the Challenge of National/International Constitutional Synergism" is the focus of the introductory section of the Yearbook. The complex network of monitoring actions carried out by the supranational bodies, and the relative reporting requirements Italy must meet, can only be viewed in the context of reciprocal exchange and strengthening between the provisions enshrined in the national Constitution and international human rights law. The Italian Agenda of Human Rights 2015 represents an updated orientation tool intended to support the commitment taken by the Italian Government in the framework of the second Universal Periodic Review (October 2014) before the UN Human Rights Council.

With a view on the second Universal Periodic Review of Italy before the Human Rights Council, the Italian Agenda of Human Rights 2014, intended to be an orientation tool with regards to immediate and longterm measures that should be taken to ensure human rights for all in the Country, is integrated by an analysis of the status of implementation of the recommendations made to Italy during the first Universal Periodic Review (2010).

Mener un projet international : bibliothèques françaises et coopération internationale
Internet, construction européenne, mondialisation : notre horizon ne s'arrête plus à nos frontières. Du jumelage à la coopération décentralisée, les municipalités demandent à leurs services de participer à des projets à dimension internationale. Processus de Bologne, formation tout au long de la vie, internationalisation des études, les universités font elles aussi appel à leurs services pour les accompagner dans ces évolutions. C'est dans ce contexte que s'inscrit ce volume, avec l'ambition de fournir à tous les professionnels des bibliothèques des clés de compréhension de ces nouveaux enjeux ainsi que des exemples concrets d'actions de coopération soutenus par des apports méthodologiques. Comment travailler et partager avec des partenaires étrangers ? Quelles sont les étapes fondamentales d'une coopération : de la convention à l'évaluation ? Qui sont nos relais en France et à l'étranger pour de tels projets ? C'est à travers ces questions que s'organise l'ouvrage, en proposant des éléments de préparation pratiques pour mener ces actions internationales et les pérenniser. Coordonné par Raphaëlle Bats, conservateur chargée des relations internationales à l'Enssib, et écrit par différents acteurs du terrain, l'ouvrage traite également de la mobilité des professionnels et des voyages d'étude, du bibliothécaire-formateur ou expert, d'action culturelle et de politique documentaire (du don des documents à l'avenir du patrimoine en Europe en passant par la lecture pour les enfants).

«Die Welt war meine Gemeinde»- Willem A. Visser ’t Hooft. A Theologian for Europe between Ecumenism and Federalism
Willem A. Visser 't Hooft (1900–1985), Dutch pastor and theologian, was one of the most significant personalities in the Protestant Ecumenical movement. Deeply influenced by Karl Barth, and filled with a strong Ecumenical spirit, he was closely involved in the founding of the World Council of Churches, of which he was elected General Secretary. During the Second World War, many Protestants became convinced of the need for an international political system which, beside uniting the nations and peoples of Europe, would guarantee them fundamental freedoms and mutual respect for their historical, cultural and confessional traditions. The directors of the WWC were strongly committed to federalism, partly because of the political traditions of the states from which their member churches originated (Switzerland ; Great Britain and its Commonwealth ; the United States), and partly because of their conviction that a simple confederation of states, based on the model of the League of Nations, would be completely incapable of containing national ambitions. In spring 1944, Visser 't Hooft welcomed into his Geneva home the representatives of the European Resistance, who, under the leadership of Altiero Spinelli and Ernesto Rossi, signed the International Federalist Declaration of the Resistance Movements. These historic transnational encounters, aimed not only at coordinating military action or seeking diplomatic contacts but at exploring ways to "build" peace and re-establish the future of the Continent on new foundations, marked a profound break with the past.

Mais, les Centrales recèlent un effrayant secret. Notre héros sera le premier à découvrir l’effroyable vérité. Il va comprendre que les expériences scientifiques ont abouti à des dégénérescences au cœur des « Centrales » ; Et il va réaliser que la population devient la ressource.
S’en suit un road trip original à la recherche d’un éventuel « ailleurs ». Il faut trouver « GENESA » même si tout le monde ne doit pas y accéder…

Greek, Roman and Byzantine Lamps from the Mediterranean to the Black Sea. Acts of the 5th International Lychnological Congress
Avec près de 25 articles — hors préfaces et introduction —, ce volume offre un imposant recueil de recherches dédiées au luminaire antique, mais aussi de l'âge du bronze (Komnos) et de la période médiévale (décoration et illumination des églises byzantines, matériel des récentes fouilles urbaines de Timisoara). Malgré le fait que le congrès, matérialisé par le présent volume, s'est tenu dans la 'capitale' culturelle de la Transylvanie, Sibiu, seules deux recherches novatrices proviennent du territoire de la Roumanie actuelle : une analyse des importations et des copies grecques du 3e s. apr. J.-C. découvertes à Tomis (aujourd'hui Constanta), ainsi qu'un inventaire des lampes du castrum de Micia, en Transylvanie méridionale. En revanche, quel florilège de lampes inédites de sites Italiens, d'Agrigente à Lucera, de Pompéi et Cumes à Ostie et Musama jusqu'à la septentrionale Mediolanum (Milan)! Le monde égéen n'est pas en reste, avec des études consacrées à Nea Paphos, Rhodes, Corinthe et Salonique, complétées, pour la mer Noire, sur les importations hellénistiques d'Olbia. Le Sud de la Méditerranée livre deux recherches du plus haut intérêt sur Beit Natif et sur Antioche. Deux études françaises viennent compléter le tableau : la publication du corpus complet du Musée de Saint-Omer ainsi qu'une étude typologique des lampes découvertes à Lyon. Last but not least une comparaison entre l'iconographie et les sources littéraires romaines concernant les objets d'éclairage révèle de nombreuses surprises. L'importance de ce volume est sans aucun doute de dévoiler autant de lampes inédites issu de sites mineurs méconnus que, au contraire, de cités aussi célèbres que rarement traitées sous l'aspect des lampes et des objets en général.

Contemporary Studies in the National Olympic Games Movement
National Olympic Games were more closely connected with the Ancient Greek ideal than the modern international Olympic Games of de Coubertin. Moreover, such national or regional Olympic Games have not only been precursors for the international Olympic Games but also they have been further developed parallel with the international Olympic Movement - even in the 20th century, in Europe, in North and South America and in Asia. In the emerging nation states of Europe, both before as well as after the turn of the century, these national Olympic Games had a more important function (identity-forming) than the Olympic Games.

S'il est parfois difficile d'évaluer concrètement les effets d'une diplomatie d'influence, en revanche, ne pas disposer - ou ne plus disposer - de ces instruments d'actions extérieures est souvent synonyme de déclassement dans la conduite des affaires mondiales. Ce dossier se propose de préciser le concept d'influence et d'explorer les différentes formes que peut prendre une diplomatie d'influence, pour la France, mais également pour d'autres acteurs de la scène internationale.

Italy and Tito’s Yugoslavia in the Age of International Détente
World War II and East-West confrontation redefined borders between Italy and Yugoslavia, reshaped national frontiers and adversely affected political relations. As a result, major quarrels and disputes arose over territorial claims, demarcation of State boundaries, expulsion of national minorities, and diverging visions on international and domestic politics. It was only in the 1960s and 1970s, during the years of Détente, that rapprochement between Rome and Belgrade became possible and normalization of bilateral relations was attained. Long-lasting territorial disputes, such as the Trieste question, were solved and bilateral relationship greatly improved, so much so that Belgrade became an important asset in Italy's Balkan and Adriatic strategy, while Rome was a sort of bridge between Socialist Yugoslavia and Western Europe. This book is intended to shed light on the process of Italian-Yugoslav normalization and rapprochement, which ultimately brought to the Adriatic Détente. Based on a wide collection of primary sources and documentary materials, it aims to contribute to a better understanding of the history of the Adriatic region, a conflicted European space that had been affected by territorial disputes and ethnic strife for decades during the 20th century.

For some time now studies on European post-war history have regarded the 1970s as a period of crisis and uncertainty. Recently historians of both the Cold War and European integration have started to reassess the 1970s, but we still lack a comprehensive analysis of the period. Such an analysis was the main goal of a research project launched by a group of Italian scholars with the collaboration of foreign colleagues. The present volume is the outcome of the most significant results of the project, all based on extensive archival investigations. It offers significant new contributions on a fundamental period of our most recent history. Jusqu'à une époque récente, les études sur l'histoire de l'après-guerre en Europe ont considéré les années 1970 comme une période de crise et d'incertitudes. Ce n'est que récemment que les historiens de la guerre froide et de l'intégration européenne ont commencé à réévaluer les années 1970. Une mise en perspective globale faisait cependant encore défaut. Un groupe de chercheurs italiens a décidé de s'y atteler, en développant un projet de recherche avec la collaboration de collègues étrangers. Cet ouvrage présente les résultats de leurs discussions ainsi que des recherches menées dans les archives de plusieurs pays et organisations. Il offre de passionnantes contributions et interprétations sur une période fondamentale de notre histoire récente.

D'un jet d'eau futuriste au mirage d'orgues énigmatiques sur la plaine de Plainpalais, d'une Cathédrale hors du temps à la zone industrielle devenue fantomatique de Meyrin, en passant par l'ombre désincarnée de nos célèbres réformateurs, les photos de Norbou nous entraînent dans une Genève décalée, à la fois connue et mystérieuse. Loin des clichés habituels, le photographe brouille nos repères, dédouble l'image, gomme des contours, révélant un détail inédit ou pointant l'âme insolite d'un lieu cent fois vu. Une Genève qui, même si on croit la connaître sur le bout des doigts, déroute et interroge : où sommes nous ici ? Près de 60 textes à la façon de petits haïkus accompagnent les photographies de cette Cité parallèle, les enjolivent d'une bribe historique ou d'un clin d'oeil poétique, menant le lecteur à se perdre ou à se retrouver comme dans un jeu de pistes. Suivez le chemin du petit lapin blanc d'Alice et plongez dans une Genève que vous n'avez jamais vue, où la réalité n'est qu'une forme provisoire du réel...

Genève 2050
2050 : le Village-monde bouillonne, l'histoire s'accélère, l'état écologique de la planète empire, une guerre de civilisation menace. Terrorisme, crises économiques, pandémies, convulsions des religions, mort des idéologies, désespérances sociales parsèment la saga chaotique de ce siècle malmené. La Suisse vivote, claudiquant sans projet collectif, dans le court terme frileux d'un destin vieillissant. Genève encaisse et s'ennuie. Une énième dépression la jette dans une ébullition sans précédent. La population genevoise, lasse, rêve de grand large et d'autre chose. Une terrible bavure policière met le feu aux poudres. Tout s'embrase, au terme de trois jours de folie, dans une confusion extrême, une vague de fond emporte les vieilles institutions cantonales, les remplaçant par le statut d'" Etat associé " à la Suisse. S'érige alors une République libre de Genève, idéaliste, une Cité-Etat plus fraternelle, moins matérialiste, une République des philosophes, sorte de nouvelle Athènes. Le " Printemps de Genève " ouvre alors la voie à une Utopie en marche, un méga-Mai 68 lémanique, brouillon, lyrique, généreux mais contradictoire. Bien vite tout dérapera dans l'enlisement, dans le cauchemar du rêve assassiné. Fiction ? Prémonition ? Satire ? En tout cas, une réflexion iconoclaste sur les dérives d'un monde post-moderne, sur l'état d'une Suisse en panne, sur l'identité rebelle de Genève. Un hymne roboratif mais lucide à l'introuvable Utopie, à l'indispensable et vénérable Philosophie. Un cri d'amour et de révolte envers Genève. Une lettre ouverte aux Genevois pour plus d'activisme et de sève, plus de rêve et de joie. Un livre à la fois glas et tocsin, sombre et optimiste, désabusé et néanmoins germinatif.

Le diocèse d'Annecy n'existe dans ses limites actuelles que depuis 1822 (Bulle du 15 février 1822). Auparavant son territoire était englobé dans le diocèse, beaucoup plus étendu, de Genève qui en fut le siège épiscopal, jusqu'à l'établissement dans cette ville de la Réforme qui en chassa l'évêque et le chapitre. Installés à Annecy, les évêques continuèrent à s'intituler « évêques et princes de Genève », et le diocèse « diocèse de Genève ». Ils considéraient en effet leur exil comme provisoire, ne désespérant pas, tout comme les souverains de Savoie, de reconquérir leur premier siège qui avait vu s'implanter et s'organiser le christianisme depuis plus de mille ans (IIIe et IVe siècles) L'histoire religieuse est ainsi profondément mêlée à l'histoire politique de la Savoie. La politique de la Maison de Savoie, dans ses rapports avec Genève, mais aussi avec les autres pays européens, notamment France et Espagne, ne peut être pleinement comprise si l'on dissocie ces deux aspects. L'adhésion du Chablais à la Réforme en 1536, puis sa reconversion par saint François de Sales à la fin du siècle, en donnent une excellente illustration. A ce caractère général s'ajoute le fait que l'ouvrage que nous publions vient à son heure. Ces toutes dernières années, en effet, l'histoire du diocèse s'est très notablement enrichie et précisée. Nos connaissances sur les origines chrétiennes ont été renouvelées par les importantes découvertes dues aux fouilles archéologiques faites à l'occasion de la restauration de la cathédrale Saint-Pierre à Genève, tout comme à celles effectuées sur divers points du département où furent mises à jour trois basiliques paléochrétiennes (VIe-VIIIe siècles). De même, plusieurs thèses universitaires ont apporté un éclairage nouveau dans bien des domaines, et notablement modifié et précisé notre conception de la vie religieuse au Moyen Âge et au XVIIe siècle (formation et moralité du clergé, vie monastique, mœurs et coutumes du peuple chrétien…). Même pour la période moderne, des documents inédits (correspondance d'un curé chablaisien avec Marc Sangnier) ont permis de jeter une lumière crue sur les courants, notamment le Sillon, qui ont alors agité le clergé diocésain. C'est dire tout l'intérêt que présente ce volume, tant pour l'histoire générale de la Savoie du Nord, que pour la connaissance des aspects auxquels s'attachent plus précisément les historiens actuels : vie quotidienne et mentalité d'une population façonnée par un christianisme qui, dans son évolution au cours des âges, a beaucoup contribué, par les réactions mêmes qu'il suscita, à donner à notre pays son visage d'aujourd'hui.

In the year 2010, Mrs. Julia Sanchez appeared to the prize " The Don of Science " organized by the Department of the National Education, of the Higher Education and Researches of France and for not communication, she didn't obtain the Prize. In November, 2013, Mrs. Julia Sanchez has deposited the name of her trademark and in November, 2014, she deposited the Patent of her invention to the National Institute of Industrial Property in order to distinguish her invention from other inventions.

C'est dimanche et comme souvent Louise et Arthur viennent rendre visite à leur grand-mère. Ils aiment bien y aller, elle joue avec eux et leur raconte plein d'histoires. Mais aujourd'hui, elle n'a pas le temps et les deux cousins s'ennuient. Alors, ils décident de grimper dans le grenier où sont entreposés de vieux souvenirs et objets abandonnés. Ils y ont déjà été, mais maintenant ils sont plus grands et peut-être trouveront-ils un trésor qu'ils n'avaient pas aperçu, lors de la dernière visite. Après un long moment de recherche, dans un coin, Louise découvre une malle poussiéreuse. Les deux cousins, l'ouvrent et entrevoient un sabre avec une inscription. Une trouvaille qui va les mener jusqu'à l'école militaire de Saint Cyr de Coëtquidan, sur les traces de leur grand père. It's a Sunday and often as not, Louise and Arthur go and visit their grandmother. They like to go there, she plays with them and tells them lots of stories. But this Sunday she does not have the time, so the two cousins are bored. They decide to climb up into the attic, where old memorabilia and abandoned objects are stored. They have been there before, but now that they are taller, maybe they will find a treasure they did not see during their last visit. After a long moment of searching, in a corner, Louise discovers a dusty trunk. The two cousins open it and see a sword with an inscription. A discovery that will lead them to the military school at Saint Cyr de Coëtquidan, in the footsteps of their grandfather.
