Redevabilité en management public - Investigation épistémologique au cœur d’une administration publi

Depuis la crise des subprimes, qui a occasionné la mobilisation de ressources publiques au profit des banques et établissements financiers, les peuples du monde ont découvert toute la relativité qui se cache derrière le concept d'intérêt général, dans la mesure où c'est l'argent public qui a servi à résoudre des questions privées. Ainsi, malgré les mesures prises pour éviter les dysfonctionnements des finances mondiales, l'écart entre riches et pauvres n'a fait que se creuser. La crise des gilets jaunes, qui a fait des émules dans certaines parties du monde, ainsi que l'augmentation de la fréquence et de la violence des manifestations de défiance de l'autorité des Etats, montre le niveau de méfiance entre l'état et le citoyen. Il montre également la place de choix que compte se donner les citoyens dans le contrôle de l'action publique. Encore faut-il maitriser les motifs de son indignation et les solutions pour l'apaisement du climat social, à travers le rétablissement de la confiance ! Cette confiance doit sa perte à l'absence ou à l'insuffisance de crédit dans le niveau et la qualité de redevabilité qu'il y a dans la gestion publique. C'est dire tout l'intérêt qu'il y a à comprendre cette redevabilité, son rôle au coeur de la gouvernance publique, en tant que catalyseur de l'apaisement du climat social, propice au développement économique et social des Etats. Il s'agit d'explorer les voies et moyens pour restaurer la confiance entre l'état et le citoyen. Et cette investigation s'y est employée.

Poland attracts foreign investment. This holds also true for foreign enterprises involved in waste management. In order to do efficiently and successfully waste management-related business in Poland, it is of great importance to get acquainted with the following issues : general waste management situation, market conditions and business openings for waste management firms, and the legal framework governing waste management in Poland. Given that Poland hopes to be admitted to the European Union by the turn of the coming century, co-ordination and harmonization of the different national waste management programs are imperative. Therefore, for comparative reasons, the German waste management system and the waste management policies in the European Union are discussed as well.

The credibility of the traditional psychoanalytic method of interpreting literature is lacking both within the field of literary and of psychoanalytic studies. In conjunction with a discussion of the untenable hypotheses and analogies that have formed the basis of traditional psychoanalytic involvement with literature, this work evaluates the psychoanalytic theory and conceptualizations that are relevant to the study of literature. Its premise is that the literary symbol functions in a reader's cognitive-affective responses to a text, which constitutes a psychological synthesis of text and reader identities.

On Deixis in English and Polish

Deixis verges on the borderline of philosophy, semantics and pragmatics. Since no satisfactory theory of deixis has been proposed so far, this book gives a critical examination of the state of the art and suggests a solution within the framework of discourse analysis. The deictic systems of English and Polish are compared in termes of algorithms, which determine the distribution of demonstrative pronouns in the two languages. Many difficulties found in other approaches can be escaped through the application of algorithms accounting for the speaker's choices in his use of demonstratives during the discourse flow.

Avec Rose Simon, ils plongeront dans ce monde souterrain humide et au sein d'une secte dont le romantisme ogival et débridé ne sautera pas aux yeux de tous. Ils interrogeront les proches de ces jeunes victimes, qui en feront des portraits bien différents. Le jeune Gabin abusera de leur patience, un couple de bijoutiers terrorisés s'évanouira dans la nature et Louis bousculera ces parents dont le chagrin, trop relatif à son goût, lui prouve bien qu'ils ne connaissent pas leurs progénitures. C'est une intrigue où se mêlent humour, sexe, crime et drame dans un tourbillon qui vous transporte sans pudeur des Catacombes jusqu'au Jardin des Abesses et où les personnages hauts en couleur ne manqueront pas de vous séduire tant par leur personnalité que par leur capacité d'analyse du monde moderne. Full-Color Floral Designs in the Art Nouveau Style

E. A. Seguy was one of the foremost French designers of the first third of the twentieth century. He produced many splendid albums of designs over a long and distinguished career. This book reproduces in full color 40 plates from the two color portfolios called Les fleurs et leurs applications décoratives [c. 1902] - one of the high points in Art Nouveau design. The 40 plates included here contain 166 decorative Art Nouveau patterns. Lacy and delicate interpretations of flowers ranging from arum and arrowhead to water lily and wisteria, these patterns offer such color combinations as a blue-petaled flower with green leaves on a mustard background, salmon-colored flower with robin's-egg-blue leaves on a beige field, and royal-blue flowers with golden leaves on golden stems silhouetted in light blue-green on a deep blue-green field. The colors in this volume are strong and bold, prefiguring such later influences as Persian art and the Ballets Russes. Twenty of the plates in the original portfolios contained ordinary realistic renderings of 30 plants, and they have been omitted from this volume. The wide variety of flat designs are perfect for textiles, wallpapers, and packaging, and offer many ideas for mosaics, stained glass, rugs and bookbindings. Containing borders, circular designs, repeats, allovers, and "spots," this collection has something to interest everyone in the graphics field.

Radiation chemistry. From basics to applications in material and life sciences

This book gives a progress report on the many and original contributions of radiation chemistry to the fundamental knowledge of the vast domain of chemical reactions and its applications. Cold in Hand

Le jour de la Saint-Valentin, une confrontation entre gangs rivaux dégénère, et une adolescente est tuée. Lynn Kellogg, collègue et maîtresse de Charlie Resnick, est impliquée dans la fusillade, et le père de la victime l'accuse de s'être servie de sa fille comme d'un bouclier humain. Charlie Resnick tente d'aider sa partenaire à se sortir de cette situation, mais le tact n'étant pas l'aspect le plus saillant de son caractère, il commet plusieurs erreurs. Simultanément, l'enquête que menait Kellogg sur une affaire d'homicide (le meurtre d'une jeune femme immigrée travaillant dans le monde interlope de Nottingham) s'enfonce dans une impasse : l'un des deux principaux témoins a disparu, alors que l'autre, craignant pour sa vie, refuse de parler. Les ramifications de cette affaire, beaucoup plus étendues qu'ils le croyaient au départ, plongent Kellogg et Resnick dans un maelström de dangers et de trahisons sur fond de criminalité galopante, trafic de drogue et drames sociaux. Pour son grand retour, Charlie Resnick a vieilli et se trouve désormais proche de la retraite. Flic de la vieille école, il ne déborde pas de sympathie - c'est le moins que l'on puisse dire - pour les méthodes d'une soi-disant " nouvelle police " plutôt déplaisante, ni pour celles de certains médias. Mais il sent que quelque part, l'Histoire ne va pas dans son sens.

Assistée de Jacks, le neveu du dirigeant de Fort Black, la jeune fille finit par en apprendre un peu plus sur l'invasion des Floraes… Une vérité qui s'avère plus cauchemardesque encore qu'elle ne le croyait ! Après IN THE AFTER, Demitria Lunetta nous entraîne dans une course infernale contre la montre. Avec IN THE END, elle clôt d'une main de maître un dyptique au rythme haletant.

Japan continues to turn to science and technology to safeguard its future, but there is more than one path to follow. A team of three leading scholars in the field explore the dynamic relationship between science, technology and Japanese society, examining how it has contributed to economic growth and the well-being of the Japanese people. They ask if there is anything distinctively Japanese about Japanese science, in terms of both its development and application. This book presents a synthesis of recent debates by juxtaposing competing views about the role and direction of science, technology and medical care in Japan. Much of the book looks at government policy, the role of the private sector, and the response of concerned citizens. Widows in Anglo-Saxon and Medieval Britain

This volume provides a comprehensive study of widowhood in Medieval Britain based on literary and historical sources from the seventh to the fifteenth centuries. The book is divided into two parts : the first deals with the Anglo-Saxon period, the second with the Medieval period. Because widows shared certain preoccupations specific to their status, the two parts deal with similar topics : the fundamental role played by the Church in the doctrine of marriage, and the dominant male discourse about widows. Widows had a specific legal status : special laws affected their lives and their relationships with their children and other relatives. Much attention is consequently devoted to family structures and to the legal and social aspects of inheritance. The volume also explores the various options widowhood offered and the highly debated degree of independence widows had in their life choices.

Leaf structure is central to plant function, and the implications of this, both to the plant itself and beyond, at the ecosystem level, are now becoming fully realized. This book addresses variation in leaf structure in detail, with reviews and analyses on specific aspects, and in so doing it encapsulates the state of current knowledge in this important area. The impact of leaf structure on plant furiction is certainly far-reaching - it is intimately connected with the rate at which the leaf fixes carbon dioxide, the rate at which the plant can grow and the efficiency with which the plant conserves nutrients. Empirical Issues in Formal Syntax and Semantics

The present volume is a collection of studies devoted to major issues in contemporary syntax and semantics : in particular, argument structure, ellipsis, negation and scope. The papers included, which represent a number of formally rigorous contemporary frameworks, bring out new facts from a large variety of languages as well as novel solutions to a broad range of analytic puzzles. Part One illustrates the major ways in which argument structure is used and conceptualized. Part Two provides new perspectives on ellipsis, applying concepts and tools developed for focus, questions and quantification. Part Three introduces a number of novel proposals for the representation of scope, considerably enlarging the empirical domain of scope relations. These studies are unusual in that they combine an enthusiasm for detailed syntactic and semantic data and a serious concern for formal rigor. They discuss data from a wide variety of languages, including Japanese, Bulgarian, French, Greek, English, Italian, German, Hungarian, Inuit and Western Austronesian languages.
